Step 1: Preheat Your Oven

In a large skillet, cook the ground beef over medium heat until browned. Add the diced onion and bell pepper and cook for another 3-4 minutes until softened. Drain off any excess grease.
Step 3: Mix the Ingredients
In a large mixing bowl, combine the cooked rice, ground beef mixture, cream of mushroom soup, cream of chicken soup, ½ cup of cheese, milk, garlic powder, salt, pepper, and paprika. Stir until everything is evenly coated.
Step 4: Assemble the Casserole
Pour the mixture into your prepared baking dish and spread it out evenly. Sprinkle the top with more shredded cheddar cheese – don’t be shy, a cheesy top layer is the best part!
